SRINAGAR: In a significant growth, the Centre has amended the Jammu & Kashmir Panchayati Raj Act-1989 for institution of elected district growth councils (DDCs) within the Union Territory.
The Ministry of House Affairs (MHA) on Friday evening issued an order beneath ‘The Jammu & Kashmir Re-Organisation Act-2019’ to amend the Panchayati Raj legislation.
Beneath the brand new mechanism, every district in J&Okay may have 14 territorial constituencies for electing members of the DDC. These territorial constituencies will probably be unfold over areas aside from these falling inside the limits of municipal companies, councils and committees.
“For every district, there shall be a DDC having jurisdiction over the complete district, excluding such parts of the district as are included in a municipality or municipal company constituted beneath any legislation in the meanwhile in pressure,” reads the modification within the legislation.
As per the modification, solely elected members of territorial constituencies may have voting rights to elect or take away chairmen of DDCs. MLAs of the UT and chairpersons of block growth councils will probably be members of DDCs. The time period of DDCs shall be 5 years.
